The UAE Golden Visa for entrepreneurs: what the official criteria say
What the UAE Golden Visa offers entrepreneurs, what the official u.ae criteria ask for, how it compares with other residence routes, and how to prepare, with official sources only.

The UAE Golden Visa gets a lot of attention, and a lot of misinformation. For founders, the key question is simple: what do the official criteria actually say about entrepreneurs, and is it the right route for you now?
This guide sticks to what the UAE government's official portal publishes, explains how the entrepreneur route differs from the standard residence routes most founders use first, and offers a practical way to prepare. Startup Roof doesn't process visas and has no role in any application.
What is the Golden Visa?
According to u.ae, the Golden Visa is a long-term residence visa that lets foreign talent live, work or study in the UAE. The benefits listed include (u.ae: Golden visa):
- a long-term, renewable residence visa valid for 5 or 10 years, depending on the category (see below for how the two official sources describe entrepreneurs)
- no need for a sponsor
- the ability to stay outside the UAE for longer than the usual six-month limit that applies to standard residence visas
- the ability to sponsor family members, including spouses and children
Eligible groups listed on u.ae include investors, entrepreneurs, people with exceptional talent or rare specialisations, outstanding students and graduates, and humanitarian pioneers and frontline heroes.
What the official sources say about entrepreneurs
The two official sources currently describe the entrepreneur route differently, so read both.
u.ae (5 years). The UAE government portal's Golden visa page lists a residency duration of 5 years for entrepreneurs, with these main requirements (u.ae: Golden visa):
- proof of innovative or technical projects
- documents proving the project's value
- a letter from a business incubator or a relevant authority in the emirate
ICP's Golden Residency guide (10 years, three routes). The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) describes a 10-year, renewable residency for entrepreneurs with established businesses or successful business plans, inside or outside the UAE. It sets out three alternative routes; you need to meet one of them, not all three (ICP: Golden Residency Guide):
- An operating SME: you own or are a partner in a UAE-registered small or medium-sized enterprise in an approved field, with annual revenue of at least AED 1,000,000.
- An approved idea: your venture idea is approved by an accredited business incubator, the Ministry of Economy, ICP or a relevant local authority, to set up and run the business in the UAE.
- A previous exit: you founded, or co-founded, one or more ventures that were sold for a combined value of at least AED 7,000,000.
ICP also requires valid comprehensive health insurance for you and your family when you apply.
Which applies to you? Where the two pages differ, the issuing authority's current guide is the one to follow, and your emirate may add its own steps. In Dubai, for example, GDRFA's entrepreneur service involves a nomination. Confirm the duration, route, documents and steps with ICP or, in Dubai, GDRFA before you apply (ICP, GDRFA Dubai).
A few points stand out for founders:
- It's about the project, not just the licence. Having a trade licence alone doesn't meet the criteria as summarised. The focus is on an innovative or technical project and evidence of its value.
- Third-party endorsement matters. The requirement for a letter from an incubator or relevant authority means you need a credible organisation to support your application. If you're in an incubator or accelerator, ask early whether it can issue such letters and on what basis. Our guide to incubators and accelerators in the UAE covers how programmes differ.
- Evidence of value needs documents. Think in terms of what you can prove: registered intellectual property, contracts, audited or management accounts, independent valuations or other formal documents. Ask the authority which documents it accepts.
How it differs from the investor category
u.ae lists investors separately, with 10-year (public investments) and 5-year (real estate) durations and capital or tax-contribution thresholds. Many founders confuse the two. If you're applying on the strength of your startup, the entrepreneur criteria are the ones to read. If you're applying based on capital invested or property, the investor criteria apply. Read both rows of the official table carefully and choose the one that genuinely fits.
The route most founders use first
Most founders start with a standard residence visa linked to their own company, as a shareholder or partner, through their free zone or mainland licence. These are processed through the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) or, for Dubai, the General Directorate of Residency and Foreigners Affairs (ICP, GDRFA Dubai). Visa quotas usually depend on your licence and office type, so this is worth checking when you choose a setup. See choosing a free zone.
The Golden Visa can be a later step once your project has the evidence and endorsement the criteria ask for. It doesn't have to be the first.
Is it right for you now?
Ask yourself:
- Do I have an innovative or technical project, rather than a conventional trading or service business? The criteria are worded around innovation.
- Can I document its value with formal evidence?
- Is there an incubator or relevant authority that knows my work and could support the application?
- What do I actually need? If you need residence now, a standard partner visa may be quicker. If you value long-term stability, family sponsorship without a separate sponsor, and flexibility to travel, the Golden Visa's benefits may matter more.
If the answers to the first three are "not yet", focus on building the project and the evidence. That work helps your business anyway.
How to prepare
- Read the official page on u.ae and the relevant authority's service pages for your emirate.
- Build an evidence file: company documents, a clear description of what's innovative about your project, any IP registrations, key contracts, financial statements and press coverage from credible outlets.
- Protect your intellectual property where relevant. A registered trademark or other IP can support your story. See our guide to trademark registration in the UAE.
- Talk to your incubator or authority about the letter: what they need from you and how long it takes.
- Confirm the process and fees with the authority directly and keep copies of everything you submit.
- Be wary of guarantees. Nobody but the issuing authority can approve a visa. Be cautious of anyone promising approval for a fee.
Common misunderstandings
- "Any founder qualifies." Not according to the official criteria. u.ae focuses on innovative or technical projects with documented value and an endorsement letter; ICP's guide requires one of three routes: a revenue-earning SME, an approved idea or a previous exit.
- "It replaces my company licence." No. Your business still needs its own licence and compliance.
- "It's the same as the investor visa." They're separate categories with different requirements.
- "Once I have it, I can leave for any length of time." u.ae says Golden Visa holders can stay outside the UAE for longer than the usual six-month period; check the current rules for specifics before you plan long absences.
